  If you can't get your vendor to "quiesce" it, you can go to these guys
and buy a quiet PSU and cpu fan: http://quietpcusa.com/ . I just did
exactly that and it makes a world of difference. I got the Zalman 
ZM300A-apf PSU, and 2M cpu cooler for Athlons.
