That depends on what window manager you are using.

On KDE, use this procedure:

right click on the desktop area, and choose:

Create new:File:Link to application

Fill out the General field (Name of application and 
select an icon by clicking on the default icon) and
then fill out the command field (at a minimum) under
the Application tab (e.g.: /usr/bin/firefox)
