[SATLUG] APC UPS and monitoring software

Yeah, apcupsd is what I use.

There is more recent software, but I couldn't find a binary package
and had problems compiling it, enough that I decided it wasn't worth
it.

Configuring it is a bit tricky, as I didn't know if my USB cable was a
"smart" cable or not...  and configuring network slaves is weird as
you still have to specify what kind of cable it is... odd.
