YES, seaching for a good deal is what consumes the time. 
TTB - Time to build, should take from a half hour to an afternoon.
I've done several simultaneously in an hour. Had to build over 200 NT4
workstations for the Y2K scam, even though I kept telling my boss that
we had nothing to worry about. Oh well, it paid the bills.
Just make sure you research the compatability for your hardware if
you're planning to install  *nix especially if you want to add things
such as raid, scsi, usb, nic, etc.
Do your homework!
OTOH if all you want is a win machine... you're on your own. *v*
