[SATLUG] KDE "button-menu"?

This is close but not quite what you're looking for.

How about something like this? (using KDE 3.3.1):

Right click on the TaskBar.
Select Add->Application Button
You should see a the same list as the "K" menu.
Select one of the folders.
At the top of that folder I see a green checkmark with the words "Add
This Menu".
Click it.

Now you should have a menu added to the taskbar that contains whatever
was in the K sub-menu you selected.

Then you can use the Menu Editor to create a custom menu with the
applications you want and then add that menu to the taskbar in the
manner described.

The problem is that the menu will show the icons AND text.  You wanted
just the icons.

You could also play around with creating a child panel that is only as
long as you need it to be.
