The least expensive will be San Antonio College and Northwest Vista
College. Both have labs with cisco routers and switches.
Your neighbor may want to contract it out and have a trained professional
recommend and setup the network for them. In fact that would be a great
project for networking students at SAC and NW Vista! They could do it
under the supervision of their instructors.
