Too big for what?  I just did a minimal install of FC6 (albeit 64-bit) 
and it was less than 700 megs, using 78 megs of memory.

Well, a P2-400 was out in, what, 1997-1998 or so?  Looking at 
http://www.intel.com/museum/online/hist_micro/hof/index.htm that seems 
to be the case.  Knowing that, and then looking at 
http://fedoraproject.org/wiki/History I would look for a distro from there.

Since you were already running a 2.6 based distro on that hardware, I 
would be pretty amazed if you could not get FC6 up and running on it 
with a pretty minimal amount of tweaking.  Just install the system then 
run ntsysv to turn off unneeded services, you should be OK.
