It might do that for you, I know MusicMatch will, and will remove
dups.  Mog has a client that runs on my Mac and transmits some sort of
info based on interaction with iTunes.

It's an open protocol, though, check on gracenote.com.  You could
write a perl script, but probably have to compile a local C library or
something so that it can summarize the waveform locally, transmit,
instead of like, transmitting your mp3 to gracenote to be analyzed and
discarded.
