I figured I'd go ahead and link to this:

I spend an hour or two this morning analyzing the differences in  
network performance between when bit torrent was running, and when it  
was not.

Regardless of the backbone issues, there is definitely something  
fishy going on, as the cumulative packet loss inside the road runner  
network _while_ bit torrent is running is enormous compared to the  
packet loss inside the road runner network when bit torrent is not  
running.

Time to go read my terms of service :/
