Travis is correct, Sadam complained and warned Kuwait to quit overpumping their OPEC quota or he was going to invade Kuwait. Sadam then called in the U.S Ambassador and asked if we had any objections about Iraq invading Kuwait, the Ambassador said NO, we did not. After we uncrossed our fingers (no objection) the Ambassador then lied to Congress and denied saying we had no objection (after more than a month of coaching). Don't recall her name, but she was very uneasy during her testimony.

AFAIK: The Constitution does not provide for the invasion of a sovereign country without declaration of war, and Congress is responsible for this, not President acting on a whim.
