That's SIPRNet -- Secret IP Routed Network.

Actually, DoD has policy to allow FOSS when approved by the certifying
authority.  I should know.  I was on the DoD committee in 1999 to update
(IIRC) DoD 5200.1.  I added the appropriate paragraph...
