[SATLUG] TMDA email scripts

TMDA should work fine with any mailer as I understand it, it's just a
filter that works somewhat like spamassassin and could be run in
tandem with spamassassin, but probably doesn't need to be.
TMDA is, IIRC, a whitelist, so anyone who sends you an e-mail receives
a confirmation request, and i think you can also require that you
approve individual e-mails before they are let through, not sure.
