Sort of.  The Fedora project is developed by engineers and developers 
employed by Red Hat, but it is a community distro.  That is, it has a 
high rate of change and you can get the newest "bleeding edge" 
technologies with Fedora.  Also, Red Hat does not offer commercial 
support for Fedora.  In those respects, many corporate entities would 
rather use the commercially supported version of Red Hat Enterprise Linux.

Me, I use Fedora for fun and RHEL for work.  Both have some upside and 
some downside.  IMHO, both are production ready.  Just different 
production environments.
