That's true.  But there are a number of good things you can do to 
reduce it, and there are a wide variety of things you should not do. 
I have a pretty good idea which things fall on which side of this 
fence.

There are few people on this planet that have dealt with as much spam 
as I have, or have been dealing with it for as long.  I personally 
know many of them.

I don't have a magic bullet, but I do have a fairly extensive list of 
things that I know can be done, and more extensive list of things 
that should not be done.

Taken as a whole, if you do all the known good things that can be 
done, and make a point of avoiding all the known bad things, the 
amount of spam that should be slipping through should be virtually 
nil.  More importantly, the amount of legitimate messages that are 
inappropriately being marked as spam should be even lower.
