I don't think that's how it went down. I suspect that someone thought it
through very carefully and planned it all out in advance. Figuring out that
they'd have to bust a pirate in order to get the attention of the community
of pirates is no great intellectual feat. Similarly it isn't hard to see
that busting the teacher would create a "David and Goliath" scenario and
generate strong, worldwide support for the teacher. Also, just suppose for
a moment that Microsoft had spread some dollars in high places (which would
be unethical so, of course, they'd never do that and this speculation is
sheer fantasy) to create an obstacle to the adoption of open source
alternatives in Russian schools. This incident will have made it possible
for any official who's accepted illicit funds to claim, "I did what I could,
it's out of my hands now".
