Because MSWin does not give any choices.  There is only one platform.

Actually, that's wrong.  If the application requires a specific version,
it may just not run.  They may tell you to go pay to upgrade to the
latest version.

Also, note that MSWin gives you almost no apps.  No office.  No
compiler.  I suppose that if all you want is IE and Wordpad, you may be
satisfied, but most people want a lot more.


With Linux distros you get almost everything you want at no cost.
Office apps, development apps, lots of browsers, multimedia, games,
servers, utilities, and other tools.  When there are literally thousands
of independent developers building on each other's capabilities,
dependency issues can come into play.
