Really though.. I though that he stated that that IP was the attackers IP.  
(that's why I listed a /23 in case it was some supernet on the attacker's 
network).  Was it supposed to be some gateway of HIS?

Luis?  What's the IP of the attacker?

The same usage can block whatever single IP or range you wish:
iptables -A INPUT -s  69.153.198.x -j DROP
