No, not really.  It's not the engineering folks who are spamming us. 
It's people working in/for HR, trying to get more people to submit 
résumés.  Moreover, the bottleneck with reading all the résumés that 
they already have is also in HR.

Maybe instead of spamming us to get us to submit more résumés, they 
might want to first consider clearing the backlog of résumés that 
they already have.  If the problem is not so much a backlog per se 
but handling the flood of constantly incoming résumés, then maybe 
they should spend more money on hiring more people to handle the 
current flood, as opposed to hiring people who are helping to make 
that flood worse than it already is.

My mom was an HR professional for many years, before she retired. 
And I worked at places like the Pentagon & AOL.  I know all too well 
what bad HR looks like, and I know damn good and well what good HR 
can be.  Sadly, there are few things in this Universe that are 
further apart than "good HR" and "bad HR".
