Well, t-mobile is pioneering work in this area, and shipping FON wifi  
routers to their customers who want a seamless handoff between VOIP- 
over-wifi and "regular" cell service.

But that still doesn't help you get a cheaper data-only rate with VOIP  
on the WAN.
