Cingular/AT&T and T-Mobile are the only carriers in the US that use 
GSM, yes.  All other GSM carriers in the US are actually MVNOs 
(Mobile Virtual Network Operators) using either the Cingular/AT&T or 
T-Mobile networks, or they were smaller carriers that got bought by 
Cingular/AT&T or T-Mobile and are used as a brand under which service 
from one of these two is sold.
