Typically, backups are performed by a root account, or an account 
granted specific granular access for reading files.  However, they don't 
have to be so long as the files being backed up are readable by that 
user and the device's file (/dev/tape, /dev/st0, whatever you have) 
allows writing by a non-root user.  I'd check the device file first, 
it's your most likely suspect.
