You are right there might be various choke points
between you and the test facility but these test ones
usually have pretty darn fast access, but getting
download speeds on the kbps stinks no matter what,
after all we need fast network access to the whole
internet and not just to the ISP's premises.

I would test against several test servers but if your
ISP has oversold their network or their uplink
provider has done it, most likely you will get results
in the same ballpark, since it does not look like you
are testing just to kill some time.

Also, a test seldom fails is to ping google's, since
they have servers scattered all over the place and
unless someone succeeded on a DoS attack they offer a
pretty good response time.
