You don't have to upgrade. Regular releases are supported with security
updates for two years. The LTS editions are five.

They are following the philosophy of Release Early, Release Often[1].
They are keeping up with the most current releases of the package
software they include. I think this is a good thing, as most Linux users
like to have the newest stuff. After all, who doesn't like cool new
features? If you don't need or want a newer version, don't upgrade. See
above.
