Like CVS? I'm not sure about web based control panels. Perforce was
quite nice. Not FOSS, but they're probably my commercial choice.

Git would be my FOSS source. no webbased control panel, but it's
distributed. Requires a bit to wrap your head around but it's freaking
awesome. We use it in sourcemage :)

That's the web interface to it. All control is done on the command line.
And it's *nix only. I don't believe it'll work in windows.
