The telephone lines have already been laid, so I'm still not clear on
why I have to buy a phone line to get DSL.  From Wikipedia:

According to "Naked DSL: the potential impact in New Zealand Final
report for the MED, April 2006" [5] the following countries have Naked
DSL available, if not country wide then at least via one company;
Austria, Belgium, Canada, Estonia, France, Italy, Netherlands, Norway,
Sweden and the United States.

Unfortunately Ma Bell doesn't seem to offer naked DSL.  If they had
their way, we'd probably all still be renting our phones.
