Actually, this is how most security systems are wired.  Each house 
gets four wires connected to them from the CO, although only two of 
those are typically provisioned.  The other pair is "dark".  The 
security system company comes along and gets a connection into that 
CO, and has the "dark" pair terminate at their facilities, where they 
can wire in the security system.

You don't pay the company anything for the "dark" pair, although the 
security system company does pay a small amount for access, which 
they then pass on to you as part of their fee.
