Well, mrtg can give you graphical charts, and I don't see how it 
would be too difficult to pull text information out of the same 
round-robin database (rrd) tables for a report sent via e-mail.

Other than that, I'd look at existing services that exist like this 
on the 'net, and try to figure out how they're doing it.  There may 
be some simple and well-known tools in this area.
