thanks for the tip, but that wasn't my question. There are a lot
of hotkeys defined that do things other than those actions you
can replicate with a mouse. 

The issue only shows up under the "Toplevel window mode" user interface
option. All others work. But it is the Toplevel window mode I would like
to use.
