Set your printer to static IP as you have. Make sure the printer allows lpd
printing. Then go into the admin from lynx:

lynx localhost:631 -> Do Administration Tasks -> Add a new Printer

Add it as an lpd printer:

 lpd://192.168.1.13/lp2

You must know the proper name for the queue on the printer, lp2 is wrong.
You will also have to have the proper driver in place when you get to that
section. Once you have done this, CUPS will create a PPD file in /etc/cups/ppd
for your new printer.

Cups is not very friendly or intuitive to admin, compared to LPRng, but its
 the way everything is going.
