Note that from this point on, all the statements made are related to 
how this sort of stuff works in most *nix OSes.  Some *nix OSes work 
in a slightly different manner, but Windows works quite differently.

In fact, some Windows incarnations have used the HOSTS.TXT file as a 
way to semi-permanently cache information learned from the DNS, in 
total violation of the RFCs.
