Speaking as a contributor to the NTP Public Services Project for over five
years (and primary postmaster/listmaster/PGP keymaster for ntp.org), this is
a question much more appropriate for our mailing list questions at ntp.org.
That said, it does seem to be down. According to the page at
<http://support.ntp.org/bin/view/Servers/StratumTwoTimeServers>, there are a
number of other open access public Stratum 2 time servers in Texas, and you
may want to look at using them instead.
If you're interested in finding out the status of this machine, the page
referenced indicates that the contact address over there is ntp at tamu.edu.
Of course, I will contact them to see what's up, but you can also do the same.
