On modern machines, that's not entirely true.  L1 cache is typically 
the fastest, L2 cache is next fastest, and main memory is the 
slowest.  And if you suffer a cache miss at one level it can be 
pretty expensive to sit there and spin the cpu a few billion times 
while you wait for the next level of memory to respond.

But frankly, none of this has to do with the original issue.
