It's not a software issue, it's a political struggle.

While the CIS department at SAC is composed of nice guys who always wear
clean underwear, call their mothers regularly, and help puppies and kittens
across the street, their higher management occasionally runs out from under
the porch and bites them. SAC CIS is not allowed to run the infrastructure
for the district. Thus problems regularly occur that would be prevented by
someone with marketable skills.

'Lame' is the nicest thing they've been called in quite a while.  --Don
