I don't think you understand. By specifying a doctype, you can get it to use a more-standards compliant way. At this time, IE8 is more widely used than IE7 (by about 3 to 2), which is standards compliant with the various HTML and XHTML "Strict" doctypes. IE7 is "almost" standards compliant and plays much better than IE6. Not saying that you don't have to cater to it, but you have to cater to whatever browsers you plan to support.
