[SATLUG] sane terminal settings?

I have seen this occur if the command prompt environment variable is not set
to escape nonprinting characters correctly, so you may want to set PS1 to a
known good value within your initialization scripts to see if this is the
issue.

I don't know when or how, but my terminal settings are awkward. Longer
commands loop back and type over the beginning. It's nearly impossible
to scroll to the middle of a longer command.
I've tried resize to no avail.
Any ideal /etc/profile or .bashrc (I use primarily bash) for setting
terminals?
