[SATLUG] gvtc ssl connections

We have gvtc at work, but SSL connections are successful whenever I access
any site that employs it (I use KB SSL enforcer to make sure that SSL is
used if the site will accept such a connection). Using SSL over IRC
(Freenode network) appears not to work, though.
