[SATLUG] github or bazaar for SATCal project?

Todd Bucy asked a few weeks ago about putting the SATCal project into a
collaboration and source control management software environment, like
either github <https://github.com/> or bazaar<http://bazaar.canonical.com/en/>.
I think that it is a good idea to do so now, as projects artifacts, like
the notes on
https://docs.google.com/document/d/1qUf7HozmhrOKn_4jI0ENZXxEohwxdiV_2PQta2k3eAI/edit?usp=sharing
are
being created.

Placing the SATCal project into such an environment would make it easier to
follow email threads as github and bazaar support mailing lists. It would
also make collaboration easier for SATCal project members as github or
bazaar would be the central repositories for the project artifacts;
software source code, design documents, etc.

Finally, github or bazaar would open the project up to the open source
community at large. It is very likely there are other open source
enthusiasts that would like to join the SATCal project.
