There are already large-scale dedicated CD and DVD writer farms, and this is basically what they do.  Everything is compact enough that the low-power device they’re using to handle the CD or DVD writing is contained entirely within the case of the CD/DVD drive itself, and then you have racks and racks and rows and rows of the things.
